Special Waste Disposal Requirements
What is special waste?
Special waste is defined as any waste material that has physical characteristics, chemical makeup or biological nature that requires either special handling procedures or permits, or poses a threat to human health, equipment, property or the environment.
Where is special waste accepted?
Special waste is only accepted at the Franklin County Sanitary Landfill. This waste cannot be disposed of at any of SWACO’s transfer stations.
What is the cost to dispose of special waste?
The gate rates to accept special waste are the same as for regular municipal solid waste.
If the special waste is denser than 1600 pounds per cubic yard, the hauler may be eligible to pay a discounted rate.
What additional fees may be charged?
If a hauler disposes of special waste, including dust loads, at one of the transfer stations, SWACO has the right to invoice the hauler for additional costs to clean, load and transport the material to the landfill.
How is special waste identified?
Contact the Franklin County Sanitary Landfill at 614-875-8563 to determine if the waste qualifies as special waste.
What paperwork and advance notification is necessary to dispose of special waste?
All special waste loads must be manifested with the approved profile number listed on the manifest. Drivers must have three copies of the manifest with each load.
Haulers are required to provide notification to the scale house two hours prior to disposal at the landfill.
Where is information needed to support disposal efforts?
A special waste packet is available on the SWACO website. It supports the process of setting up a special waste profile and contains the necessary forms for testing and disposal.
