RFP to Provide Clean Hard Fill at the Franklin County Sanitary Landfill

The Project is for providing SWACO with approved clean hard fill to restore a Borrow Area. SWACO has a former East Borrow Area (“Borrow Area”) on the FCSL that needs restored to pre-borrow grades. Based on the latest estimates, the Borrow Area can accept at least four hundred thousand cubic yards (400,000 CY) of material. Therefore, the Successful Proposer can expect at least 400,000 CY of available disposal space. Once the Project begins, SWACO can provide additional estimates for the remaining fill needed.

A virtual and in-person pre-submission meeting has been scheduled on July 8, 2026, at 1:00 p.m. Site visits are offered through appointment only with the project manager and must be completed prior to July 16, 2026.

The RFP Documents will be available beginning Friday, June 26, 2026. Documents can be downloaded by visiting SWACO’s website at www.swaco.org/Bids. Sealed Proposals are due and must be received by SWACO no later than 1:30 p.m. (EST), July 24, 2026.
