Please complete the application questions as thoroughly as possible; this information will be considered as part of the internal review process and evaluation of the request for an Issuance of Waiver from the SWACO Board of Trustees. After the internal review is conducted, SWACO Staff will present a recommendation to the Board, via Resolution, either for approval or denial of the request.

Environmental Impacts

Identify the type/composition and quantity of materials that is the subject of the waiver request.(Required)

State the method(s) to be utilized, type of processing, and the extent of the processing capabilities.(Required)

Provide the name of the facility the requester is proposing to divert materials (i.e., a recycling facility, incineration facility, resource recovery operation).(Required)

State the anticipated tons to be collected and recycled, reused, or recovered and the methods employed to measure and evaluate the project.(Required)

Does the facility currently implement a recycling program or means of diversion other than that which is the subject of the waiver request? If so, please describe.(Required)

State those disposal options/methods of waste management that have been explored for the facility and explain why those are or are not an option.(Required)

Please include a breakdown of the percentage of the total waste stream that goes to each type of diversion (traditional recycling, composting, incineration, etc.) for the last 2 years, as well as what is anticipated for the year of the waiver.(Required)

Please explain how the request results in positive environmental impacts.(Required)

Please provide a brief statement as to how the request aligns with SWACO’s Mission to improve the community’s solid waste stream through effective reduction, recycling, and disposal.(Required)

Please explain how this request is consistent with the objectives of the SWACO District Plan and OEPA State Solid Waste Management Plan to reduce Ohio’s reliance on landfills to manage the State’s solid wastes and establish objectives for solid waste reduction, recycling, reuse, and minimization.(Required)

Please attach a copy of the requesting agency’s sustainability program statement (i.e., Zero Waste, Zero Waste to Landfill, Environmental Goals, etc.), if applicable.
